PHAROS “Playgrounds, Harbours and Research of Sustainability”, is a project financed by the European Commission under the Life Environment 2004 Programme. It was promoted and implemented by Regione Liguria with 21 partners (7 municipalities, 4 tourist harbours, six golf courses and 4 scientific partner). The general goal of LIFE Environment is to promote techniques and methods innovative in environmental issues that can be transferred throughout Europe with co-financing of demonstrative projects. In this context the PHAROS project main aim was to define innovative methodology and experiment a governing model for the territory, implemented through relational exchanges between various representatives from society (private parties, associations, Local Bodies,…) to share objectives and responsibility between the players involved in carrying out actions and projects for local development. The objective of governance is to adopt decision-making systems based on participation and involvement from local players at all administrative levels promoting collaboration between these tourism facilities and Local Bodies.
