“The System…” was introduced for 2 to 5 years in chosen schools. It was totally executed by “Reus” Ltd. specializing in systems monitoring consumption of water and media. The aim was to diagnose and lower the so called basic input of electricity, thermal energy and water as well as correction of ordered power. After extinction of the contract and presentation of conclusions and results of the introduced system, decision will be made concerning possible propagation of the monitoring system in other buildings owned by the city.

Overhaul of the library affiliate was initially planned to be carried out by the budget financial means of the City. However, after preparation of a report “Analysis of financial possibilities of thermal modernisation investment at the City Public Library, affiliate no. 14, Katowice”, issued by the employees of the City Development Department and upon acceptance by the library staff, the Development Department submitted an inquiry to the City Hall Financial Manager for a permission to use the financing model proposed in the analysis. The permission was granted. The subject financing model separates thermal modernisation of the building along with manufacturing of equipment making it possible to use a renewable energy resource and submission of a proposal for co-financing of the overhaul works (Thermal modernisation of the building).

In 2006, Poland suffered stoppages of the supply of natural gas and crude oil from Russia, which resulted with debate on the future of the energy policy in Poland. In the near future, key decisions will be taken on the future of the energy policy: whether it continues to be an energy sector based on coal, almost complete self-sufficient or will it be an energy sector based on a substantial share of renewable energy or finally will it be an energy sector using nuclear power.
Institute for Sustainable Development (ISD) has decided to launch a public debate, involving a wide and differentiated range of stakeholders, on the objectives of energy policy and its role as an instrument of climate policy. The aim was to eliminate the barriers impeding progressive climate policy through creating an alternative policy of energy sector. The starting point for the Alternative Energy Policy are GHGs emission limits.

In 2008, the project of “Modernization of the district heating system in Plonsk“ was successfully implemented. The results calculated were fund to be impressive. The coal consumption is lower with a result of c.a. 70% , the annual CO2 avoided emission is estimated at 35,000 Mg/year, the emissions of particular matter is expected to decrease by c.a. 76,7% etc.
The main tasks of the project were: the replacement of the coal boiler to the biomass type version, the establishment of the cogeneration system, as well as thermo-modernization of the existing heat distribution system. A new combined heat and power system is expected to supply 67% of the total heat demand, as well as generate 11 MW of renewable energy. To supply the biomass demand, there are c.a. 50-70 new job openings in the region (in the agriculture and service sectors).

In 2007, a photovoltaic system project at Warsaw University had been implemented. There are a total of 708 photovoltaic modules produces total power of 56 kW and a surface area of 550 m2 installed on the building fascade and roof. There are two types of photovoltaic modules: amorphous and multi-crystalline silicon. The annual energy production is estimated at 38,000 kWh. The system is connected to the local area grid.
The outdoor and indoor test facility was established within the project. This will allow for research to be taken place and will allow for advanced evaluations of emerging photovoltaic technologies. This is available for the Warsaw University of Technology scientists and students.

The “Katowice” mine was closed in 1999. Currently it is owed by the “Silesia Museum”. Eventhough the mine is closed, water from the shaft needs to be pumped up constantly. The city of Katowice financed the assessment of the possibility of heat recuperation from the mine water (of 19ºC), and its further use. In September 2007 the Science and Research Institute (The Central Mining Institute), contracted by the city of Katowice, introduced the multi-criteria analysis of different technical alternatives, with the suggestion of the most efficient and sustainable solution.

According to the Polish Energy law, local energy plans have been a major requirement since 1997 (There are no penalties for not having one). “Assumption for the plan for heat supply, local energy management” is the basic act for the energy planning on a local level for the city of Czestochowa. It defines the goals and directions, as well as supplies the analysis of the current situation and predictions in terms of the energy supply for the region. The most important assumption is to implement sustainable energy, heat and gas management in the region. It is important to development and upgrade the energy systems and to increase renewable energy generation. Building the partnership with the energy suppliers and operators, and common goals are one of the success criteria of the implementation plan.
The goals are coherent with regional land use plan and national goals (”Energy policy of Poland until 2025”, “Strategy for Sustainable Development Poland until 2025”)

The Urban Engineering Bureau in the city of Częstochowa was established in 2003, as a support body for the sustainable energy policy implementation. The main tasks for the Urban Engineers were:-
Supervision of local energy policy implementation. (The goals for energy planning in the city of Czestochowa are introduced in the book “Assumption for the plan for heat supply, electric energy supply and gas fuel supply for the city of Częstochowa.”)
Evaluation and opinion on energy, heat and gas supply solutions in the spatial plans in the region;
Monitoring of the energy, heat and gas consumption in the public service buildings owned by the municipality of Częstochowa;
Consultation on rational energy use for the local authorities and individual citizens
Analysis of the energy market (following the “Third Party Access” permission)
Promotion of the rational energy use (especially in the public service buildings owned by the municipality of Częstochowa)
Cooperation with the city Sustainable Energy Development Council;
Cooperation with organisations and associations, which are focusing on the rational use of the energy, heat and water;
Evaluation and opinion on new proposals and amendments to the existing policy documents for the city of Częstochowa;

The project is focused on real-time monitoring of energy, heat and water usage in public service buildings in the city of Częstochowa. The monitoring system covers the information on the cost of the energy consumption in the building.
