Realization of Genoa’s Agenda 21

Agenda 21 proposes a cultural and methodological tack for undertaking decisions. The Agenda 21’s process prepares a privileged ambit and specific tools to connect experiences and to improve integration among economic, environmental, institutional and social sustainability.

The thematic issue of Sustainable Consumption and Production (SCP) has been addressed at international level through the “Marrakech Process”, launched at the First International Meeting of the Italian Task Force held in Marrakech (June 2003), as a response to the recommendations of the Johannesburg Summit, where governments, international organisations and civil society were encouraged to develop a “10-Year Framework of Programmes to accelerate the shift towards sustainable consumption and production”. The work of the Marrakech Task Force, acting on a two fold approach, through the fulfilment of the expected deliverables will contribute to international debate by producing her outcomes to the UN Commission. To curb present consumption patterns, there is the need to empower people by increasing awareness, providing access in appropriate knowledge, building individual mindsets and being active for changes towards sustainability. Such cultural and social changes should be enhanced showing the risks of business-as-usual scenarios and for society now and in the future.

PHAROS “Playgrounds, Harbours and Research of Sustainability”, is a project financed by the European Commission under the Life Environment 2004 Programme. It was promoted and implemented by Regione Liguria with 21 partners (7 municipalities, 4 tourist harbours, six golf courses and 4 scientific partner). The general goal of LIFE Environment is to promote techniques and methods innovative in environmental issues that can be transferred throughout Europe with co-financing of demonstrative projects. In this context the PHAROS project main aim was to define innovative methodology and experiment a governing model for the territory, implemented through relational exchanges between various representatives from society (private parties, associations, Local Bodies,…) to share objectives and responsibility between the players involved in carrying out actions and projects for local development. The objective of governance is to adopt decision-making systems based on participation and involvement from local players at all administrative levels promoting collaboration between these tourism facilities and Local Bodies.

At Struppa (a northern Genoa’s suburb), the gym and sporting facilities of Suppini’s place were provided with a new plant for production of hot water by solar energy.

At Prà (a western Genoa’s suburb), the pool and sporting facilities placed on “fascia di rispetto” (safeguard area of harbour) were provided with a new plant for production of hot water by solar energy.

Project Gedi@b

The gedi@b project is geared to the management of the problem of abandoned waste by means of an inventory and the geo-referencing of the sites of unauthorised dumps , the creation of a data bank with the aid of a GIS and processing of the data obtained, in order to identify these geological environmental hazards. On the basis of this information on the hazards, the City of Genoa can then define priorities for reclamation and recovery interventions.

CIV ( Centro Integrato di Via – Integrated Street’s Centre) Bolzaneto is an urban public/private participate project (based on Liguria Region’s DOCUP objective 2 measure 3.4 and financed by European Commission) that was proposed to operate works of urban prequalification on the central area of Bolzaneto (a suburban district of Genoa). Involved partners were: The European Commission, Liguria Region, Genoa’s Municipality, il Borgo (traders’ association), Parish Council Valpolcevera, little and middle enterprises operating in the intervention area.
